He treats this as the next entry in a long sequence of migrations away from algorithms that turned out to be breakable, with one difference: this is not a version bump on RSA, it is a move to an entirely different cryptography, so it will take longer and cost more. The bottleneck he expects is external, in B2B tunnels where both ends have to be ready at once.
